In the principle of acting as the bridge and tie for the government and member units, the duties and functions of association as follow.

　　1. To carry out state guidelines and policies on environmental protection, to enhance the environmental consciousness, concept of legality as well as policy level of our affiliated organizations and member units;

To investigate present status and trends for the provincial industrial technology on environmental protection, production, development, service together with market, to assist government departments to work out environmental development scheme, frame economic and technological policy, and to enhance scientific management;

　　3. To undertake commission from government departments to deal with technical and administrative affairs for certification of environmental protection products, and to strengthen management of environmental industry;

　　4. To coordinate operating activities among members, involving scientific research production, market development, intersectional links and marketplace competition, and to report to the opinions, suggestions and requests to the government;

　　5. To lead and support large-and- medium-sized enterprises in Liaoning province to develop and produce products up to environmental standard; to guide and back province-based scientific research institutions, colleges and universities and environmental businesses to carry out economic and technological cooperation, and reinforce lateral alliance; to help and develop core environmental businesses, encourage and promote advanced environmental protection technique, famous brands and demonstration projects in Liaoning province, and to speed up development of environmental protection in Liaoning province;

　　6. To organize and launch scientific research on environmental protection, to organize, develop, introduce into and promote new technology, technique, product and material;

　　7. To organize academic exchange and technical training, to collect and sort out scientific and technological information and market trend at home and abroad, and to offer information and counseling for leaguers;

　　8. To organize exhibition, investigation, exchange and promotion of scientific and technological fruit, apparatus and instrument;

　　9. To facilitate economic and technological cooperation within world environmental protection industries, and to sustain ties with overseas counterparts;

　　10. To participate in the cause of the public good, and to give commendation to units and individuals dedicative to public welfare and environmental protection as well;
